It’s called a Laminar Flow. Water usually has a lot of turbulence in it, and that is that causes it to look rather chaotic when it’s spraying out of a hose.
Laminar Flow occurs when all the water is moving in the exact same direction, eliminating turbulence, and thus, creating a flow of water that looks like glass.
Still, the idea that this is creating Laminar flow randomly is quite incredible, usually it requires specially built nozzles to create it.

Actually Laminar Flow has to do with air currents not water currents, the phenomenon that we are seeing is the molecular freezing of water on the surfaces exposed to the cold air, the temperature outside must be below freezing but cold enough to freeze the subsurface water to allow for this ice/water flow!
This is one of the few reasonable explanations that is most likely correct because it was experienced by all the streams of water.
If laminar flow was being exhibited the flow would have changed with each additional puncture and new flow of water as all of the water would have to be divided amongst the exit flows, since the surface waters froze the flow was divided with each puncture but the surface remained the same.
If you notice that when the hand interrupts the stream of water it unfreezes and flows turbulently from the point in which the hand exerted heat to the stream, then once he hand is moved the stream re freezes in a new and not identical pattern which proves that laminar flow has not been achieved by the system.
You can also tell by the optical reflection of the water, laminar flow wouldn’t change the optical reflection, freezing does and it isn’t perfectly clear.
